Seller reserves a right to cancel a transaction and refund the payment of a non US registered buyers, if in sellers opinion delivery service or customs clearing process in a country of destination may cause unreasonable delays or result in shipment loss. Exception is outlined in paragraph #4.2. Buyer payments are collected by eBay and not the seller and therefore seller is unable to issue a commercial invoice.3. If a non US registered buyer has a US shipping address registered with eBay, then the seller is only responsible for delivery to the eBay specified shipping address.
